The punishment is absolutely appropriate. Now the responsibility for the kids' education is on the parents - not the rest of us. The parents need to find another school for these two hooligans to attend - whether it be a military school, alternative school, private school, whatever. It should not take a village to raise a child - just some parents who will take on the responsibility of raising their own children.
