Hi CB, I have to agree with the unique_mom about changing your Daughters environment, even if you just walk her around in the resturant for a few minutes might quiet her down, and don't worry because you are a terrific Father and, Lisa is a Wonderful Mother. Kids will be kids, if they never act up that is very rare and almost unrealistic. So keep takeing her to resturants with you, anyone that has kids has gone through it and most people understand.
